I have this same problem with sms pop up as well, I always count on the phone to vibrate noy yo ring, and I. Really don't want to wipe my phone just to get my vibrate to work. HELP!

Both my partner and I had the this exact same issue with SMS Popup too. I now only use Missed Call, which I've had no problems with at all.
Okay, I also have this problem, which really annoys me because I receive a ton of text messages. I don't mind having to "wipe" my phone. I assume that means I go in and select the option to factory reset, correct? I also assume once I do this, I will lose root and have to redo all that as well?
Do you use SMS Popup? I found this problem went away when I switch from SMS Popup to Missed Call (which has most of the same advanced notification features, just not the huge popup window).
Or any other application that claims under the System Tools section (if present) in its Permissions "modify global system settings" or under Hardware Controls (if present) "change your audio settings"?
You can check this by going to Menu -> Settings -> Applications -> Manage applications -> (Click on each application and scroll down, then Back button to get to the next).
Any applications which have the above permissions can turn of your vibrate function. Check in the settings of any application that can do it and make sure it's not deliberately turning off vibrate... bit of a hassle I know.
Obvious (and very patronising) questions - is Vibrate on in Messaging -> Settings -> Notifications (does it have a green tick in it?), and also Vibrate on that same screen? Also is the volume up high enough for it to vibrate (i.e. not on silent).
If you turn off your phone, and back on again, does the vibrate work for the first text you receive?
