It will be an OTA update, yes. Right now it's only available for developer phones and rooted phones.
I'd wait until the TMobile update comes out as there are likely applications that break in 1.5.
Don't kill me for asking this, but the more I read, the more I get confused.
So most of you have rooted phones, I don't.
Is cupcake an over the air update that everyone is getting?
Or....something that I won't get since I'm a n00b and don't know what's going on?

If someone doesn't know how to root, it can be a problem.
My phone got stuck in a endless reboot twice.
Both times it was after I had modded my phone, working fine for a month plus.
Then out of the blue, 1st time all of my signals weren't working, so I rebooted, it got stuck on the bootloader.
Kept rebooting on bootloader (flashing android).
2nd time, it just rebooted itself, over and over and over.
For me, since I am not a noob at modding / phone stuff, I knew how to revert my phone back to RC29, etc. I, of course, can give it another go, but I am choosing the stock/ no problem version over the modded/problem version (I understand this happens to very few)
Imagine if someone who doesn't know how to fix their phone and stuff got stuck in a endless reboot, say gabby? she would probably freak out and panic, etc.
My advice is this, if you don't need more space on your phone, don't root.
Custom themes are nice, but it's just a cosmetic issue.
Tethering is nice, but if you don't need it, then don't root.
Some other advantages but I didn't really use any except for the custom theme and more memory. Of course, I spent the endless memory on a bunch of trash apps. If you think about it and only downloaded necessary apps, you shouldn't run out of space.

I only suggested it for the following reason:
I avoided rooting for a long time because I was "afraid" of doing something terribly bad to my phone. I think for a lot of people who decide not to root, the reason lies within fear.
So perhaps I should rephrase myself? If you (whoever you may be) refuse to root strictly out of fear, research!!
