If I had to take a stab, I would say that they went with resistive because typing on a 2.8 capacitive screen would have been a nightmare. At least with it being resistive you can peck with a fingernail or use a stylus.

That, and the fact that resistive is cheaper, and this is supposed to be HTC's "budget" Android device.
