dont know for sure, but i would imagine it will become available to RC33 phones via the new system update feature most likely
While digging around for info on the new Google Latitude, I came across this page:

Google Latitude is available on the following mobile devices wherever Google Maps for mobile v3.0 and above is supported:
- Android-powered devices with Maps v3.0 and above. G1 users in the US will be receiving Maps v3.0 in a system update soon.
Does anyone know any more details about this? Is this in the RC33 update? Anyone with RC33 notice anything new in Maps?

On another note, this could replace a lot of these location aware social networking apps like Loopt, MeetMe, etc. Sucks to be them.
Yeh because google do not have a silly App Policy like apple app store they can do what they like and not care for other applications. Bad for them, good for us!
Does this mean we might see drop pins in the new update???
The new update feature leads me to believe Google will now be in charge of little updates and we can just check for them without T-mobile having to send them out. I hope so, if not, why else would T-mob want this?
Ha, that's pretty neat. It looks fun to try.
I have a little theory:
Google had their Android apps contest, and saw all kinds of cool things being made. Google then thought "great, all these developers will do alot of the work". After a few months, Google realizes that 90% of the apps available are garbage, and figures that they will have to start improving Android themselves. A good thing, if you ask me.
