"First quarter 2009" != "January 2009".
You see, the year is made up of 12 months. By using simple division we can determine that the "first quarter" of any year is the first three months of the year (because 12/4=3), commonly referred to as January, February, and March. Thusly, through the cunning use of mathematics, we now know that paid applications should be available sometime during January, February, or possibly as late as March. And knowing is half the battle.
