They are locked to the service provider. Rumor is that T-Mobile will be releasing a post-pay service any day now. That service would not give you a discount on the phone, but is solves the issue you just brought up.
I was just thinking about something..... for us people that aint get the full blown discount on the phone and insted of paying $179.99 we or i ended up paying $336.00 or less wouldn't it be more worth it adding the difference on the price and buying the phone out right? and not have to deal with the BS contracts? i mean after all whats the full retail price on the phone?cause i think if the phone comes out to $400 bucks retail im just gonna pay the difference and not have to worry about contracts.

yeah full retail price is about $420 with shipping and everything i think. and ive been with tmobile and surprisingly never had a problem so a contract wouldnt be much of a problem for me.
no no no im not talking about buying an UNLOCKED phone im talking about buying the phone with out a contract.... how much would it cost me?

T-Mo won't sell it to you without a contract. If they're selling it to me at a "discount" of $299 plus a two-year contract -- the unit is probably worth 500 -700 dollars easily.
At the HTC website, they don't have the G1 available. But as a comparison, I went to the HTC online store and looked at a few smartphones the prices, without service, or a contract are as follows:
T-Mobile Dash - 309.99
T-Mobile Wing - 449.99
AT&T Tilt - 509.99
HTC Touch(Sprint) - 549.99
HTC Mogul - 649.99
The Dash and Wing are a couple years old, and still pretty pricey. The Tilt, Touch, and Mogul are fairly recent, but still have been on the market for a year( I think). New products are always more expensive that old ones. So if the Mogul is the phone that's most recent, and most comparable in features, the g1 has to cost at least as much, possibly more.
Since they won't sell it to you without a contract, and a data plan, you'd have to buy an unlocked phone.
yeah the dash you can get for $99.99 with a two year contract... you couldn't pay me to buy the dash for $309.99 lol its a great phone dont get me wrong but not worth paying $300 bucks retail
I thought retail through Tmobile was $399
