I see two kinds of people here.
P1. "I used to have a +10 year old telephone, I could set an alarm and ALWAYS be sure it woke me up, even if I turned off the telephone. My new phone doesn't". (= My phone did not wake me, and I do not understand why)"
P2. "Hey winno, why you wanna do that? There is an app for that! Don't turn it off! (=I do not understand the question but I will comment anyway and make a smug comment) "

I spoke to a friend a BigSearchCompany and another at a PhoneMakerCompany.
They confirm that the problem is mostly Androids. (And Apple's, since the Iphone doesn't , neither does Android.)
The hardware functionality to wake up a phone from "OFF" is present.
The software is missing.
I am very disappointed.
500$ phone beaten by +10 year old <10$ phone in Very Basic Functionality.
And I now have to find out how my 12 year old clockradio works.

I have now chnaged my original Android for a new 'Galaxy S II'
This is certainly a nice, fast, glitzy phone .... but still has the same fault.
It does seem strange that Android does not allow some form of 'sleep mode' which woud put phone in a very low current standby mode, but enough to allow an alarm to bring it back into life.
