Which phones are currently stuck at Android 1.5?
I think the Sprint Hero is currently at 1.5. I also believe the Samsung Behold II will be released using 1.5.
Are there any others that have not been upgraded to 1.6 or 2.0?

Eris is at 1.5, though hopefully it'll be upgraded to 2.0 soon.

I think this update depends on your carrier.
