Applications are not unique instances of executable code. Essentially (but not exactly), Android runs one process that consumes 100% of its resources: the Dalvik VM.
However, I'm sure someone will make something that looks like a task manager to make users feel like they have some control, but really it won't do anything different since the Dalvik VM manages all application resources.
The office building I used to work at got tired of the constant complaints of it being to hot or too cold, so they installed a couple thermostats in the cube farm. Of course they weren't actually hooked up to the HVAC system, but the complaints went away just the same.
The illusion of control is a sufficient solution in the same context as above.
