The data plan I have for my Hero (I'm on AT&T btw), with a basic unlimited data plan, and I'm on a family plan so it was only $10. Pretty sweet. Also, I'm on AT&T because where I live in Reno, NV, there is very good coverage and it is the carrier I've had the most experience with.
Word of caution, if you get the phone and skip the preliminary setup where it asks you for a Google account, factory wipe the phone and enter it in or else there will be problems. I thought AT&T wouldn't let me phone use data beacause I couldn't sign into my account, but I could go on the browser on Edge. A simple factory wipe fixed this.
I played with the phone to check the features and whatnot before I got it fully set up with a data plan and it was fairly nice. I did not notice any lag with the browser or anything really, but I did not have access to all features such as calling and whatnot.
After spending a bit of time with the stock ROM of the Hero, I decided to upgrade to the custom MoDaCo ROM, and it made it FAST. There is no lag that I can discern when switching through home pages or flicking through the call log really. It is a very stable ROM and highly recommended.
There is a bit of a lag issue in 2.3 for some reason, so I would say go for 2.2 for now. I can get you the link to it because MoDaCo's link on XDA and their site only points toward 2.3. Just PM me if ever you need it (but there may be a new version by the time you get the phone if you do).

Also, I can live without the 3G because I'm a stickler for battery life and would have left it on Edge anyway. The battery life is AMAZING, too. I don't have any programs that use background sync except Twitter and Gmail. Twitter I set to sync only every 2 hours. Gmail I have set to sync only my mail, and I seldom get much mail so it doesn't sync very often. Also there is an option to sync the calendar and contacts, but I leave those off because I don't use Google Calendar, and the contacts sync quite often but I have not made any changes, so I'll only turn that on if I make a new contact.
So far today, I've had it off the charger for 8 hours and it's at 88%. I've had at least half hour of calls, 10 texts, some web browsing, OCD checking of the battery (which requires a swipe and two screen taps for me) and checking Twitter every hour or so.
