The solution, as mentioned would be to allow users to mark a comment as inappropriate, useless, etc. Let the community police itself.

The comments that frustrate me the most are the ones that rate an app 1 star, and then say "WTF IS THIS I DON'T KNOW HOW TO USE IT". See connectbot for a few examples.
