This is my understanding of the situation and it may not be 100% accurate, but...
No. Unlocked European versions on AT&T will still have only Edge service in the U.S. AT&T uses either 850 or 1900MHZ. European phones use either 900 or 2100MHZ. So AT&T 3G has the same problem as T-Mo U.S. 3G does.
BUT...T-Mo U.S. owns bandwith for 3G in either 1700 or 2100MHZ. 2100MHZ is used around the world, but they have not actually deployed any 2100MHZ service in the U.S. only 1700. Maybe they're saving 2100MHZ for 4G. Maybe they're saving 2100MHZ for some future world-capable versions since most 3G service in Europe is 2100 MHZ (I think). Ask T-Mo what they're planning.
So the Good is that T-Mo is the only U.S. provider with substantial world-standard 3G bandwith in the U.S. And if they ever do use 2100MHZ space for 3G, T-Mo phones like the G1/MyTouch are good to go. At least most - maybe all, I dunno - 3G-equipped T-Mo U.S. phones are already 1700-2100MHZ-capable. You could probably take a T-Mo U.S. phone to Europe and have 3G right now.
The Bad is you can't - so far - bring a European version to the U.S and have 3G on any carrier.
Correct me if I'm wrong about any of this...
