I will test this for you this week. I'm buying two phones and one will be used without the data plan. I will cancel it as soon as I have the phone for that account. I'll do that *before* I configure the phone and will see if it can be set up.
It will take me a few days, since my phones are not due here until Tuesday.
Everyone keeps saying that, but right now in the places I spend the most time I have free wifi and home I have wifi too. So for most of the time it is: yes browsing, yes apps (non-market so far since for market you need to sign in on the G1) and yes maps. So Shirukii is not alone in wanting one without a data plan. It's kind of like the iPod touch, even without an option for a data plan, it is still a good device to use with wifi. The only danger is to avoid apps that have to use data all the time so you don't get charged a per kB rate using the GPRS without a data plan.
So far it's very unclear how it works on the G1, but I definitely will not get an Android device until I can be sure it can work without a data plan: at the very least the phone, non-data apps, & data on wi-fi should work. Also there should be an option to sign in to your google account on wi-fi (and thus access the market on wifi) rather than requiring a data plan to sign in. A simple way to make this possible is to have an option to log into google account in the system, so you can bypass the sign-in first, boot the phone & connect to wifi, and then log in. This is important beyond the scope of just using the phone daily for us, but also if you pass on your phone to someone else who doesn't use data at all. This current lock-in for data on the G1 seems to be more of T-mobile's decision. I imagine future Android devices, esp unlocked ones will be the ones that are less limited without a data plan (ie with option of market access without a data plan, sign-in after booting).

Also, the G1 has a cool wi-fi setting for automatically connecting to preffered networks, so you can set up all the places you use wifi the most and it will automatically connect to those when you're in range, I thought that was a really cool feature
