G1 that won't boot, shows strange graphic

So, I finally jumped into the world of slightly used smart phones. In the process, I've ended up with a G1 that's rooted, and works great. (I'm new to smart phones, but not to computers, so I'm starting to get it)

However, in the process, I've ended up with a G1 (not the rooted one) that will power up, but that's it. When it comes on, it shows a static graphic of a box (looks like the one it came in) with the lid open, and a picture of a G1 laying next to it. There's an arrow from the box to the G1, like it's saying "take it out of the box". Since it's already out, and powered up, that can't be it.

I've tried various key combinations at power up, but nothing changes that graphic. I've tried leaving it on, and the graphic does not go away. In fact, you cannot power the phone down, you have to pull the battery to kill it.

I have not tried any of the various files that "roll back" the OS or anything like that-I wanted to ask somebody that knows before I screwed up the phone worse, assuming it is fixable, that is..
