Brightness keeps dropping to 22%

My brothers Magic keeps dropping it's brightness to 22% a few times per day (not rooted, standard Vodafone ROM)

anyone got any ideas about how to stop it?

You may want to check and see if he has something like Power Manager installed which is preset to drop the screen brightness at certain triggers(like if your battery drops below 20% or something).
