Sun Time App

I would love to see an app which would probably be fun to develop. This app would use your GPS Position to Calculate the exact time the sun is at the highest point in the sky, set a clock to read exactly noon at that time, and then display that clock as wallpaper or something. Would love to be able to see what the real time is by the sun...

There are a lot of Java apps dealing with solar calculators, mainly compasses. This is due to the fact that most phones 5 years ago didn't have a GPS but could run Java. I did use one which also tracked the moons position. Generally they gave the Sun rise/set times, Sun angle above horizon etc so that may be a a starting position.
