    You're probably behind a corporate firewall and need to setup your HTTP Proxy Settings.

    You can obtain your proxy settings from your web browser. For Internet Explorer they can be found under Tools > Internet Options > Connections > LAN Settings. You'll need to cursor left and right on the Proxy Address to see the full name. The Proxy Port is probably 1080.

    There are several ways to install the proxy settings into Eclipse. One way is to click on SDK Setup.exe. Close any windows that appear until you can see the Android SDK and AVD Manager window. Click on Settings. Fill in the HTTP Proxy Server (same as Address) and HTTP Proxy Port.

    I had the same issue on win32 and both http and https did not work. The following steps helped me install ADT plugin on Eclipse

    1. Download the current ADT Plugin zip file from http://dl.google.com/android/ADT-0.9.7.zip
    2. Start Eclipse, then select Help > Install New Software.
    3. In the Available Software dialog, click Add..
    4. In the Add Site dialog, click Archive.
    5. Browse and select the downloaded zip file in step 1
    In Eclipse 3.5 only, enter a name for the local update site (e.g., "Android Plugin") in the "Name" field.
    Click OK.
    6.Restart Eclipse.

    I've had the same problem. Very annoying. One time I could get to it via http from the browser but not from within Eclipse; I ended up have to download it locally and then install from there by directly the address to localhost.

    Try going to http://developer.android.com/sdk/index.html and download and install from there
