This is exactly the kind of thing I think Android needs to really help it grow. The ability for a widget to interact with your desktop would be really cool. However, until Google releases the Widgets API this really won't be able to go anywhere. Even then it will just depend on to what extent the API gives freedom to the devs.
If/when anyone starts to work on this project (more then likely not until the widget API is released) I'd love to be a part of the team. There are many amazing things that a pet widget could do. I almost invision it working something like the old paperclip on Microsoft Word, popping in and out of the screen and allowing us to interact with it (though obviously not for help topics). There could even be a dog house icon on the desktop that you could use to send the dog away/call it back when you want it gone/visible. Heck, there could even be an option to allow the pet to put notifications on the phone if you forget to feed it or something (though this would have to be an option so you could turn it off). I totally see this idea going places!
