It exists: Trapster.
The idea is to have a map application that looks just like any gps based app for giving directions. Users will hit a button on the screen when driving past a speed trap. This will place a pin on the map for all other users in the gps location the user was in when they hit the marker button on their smart phone screen. The pin will be green in color for 30 minutes turn yellow for 60 minutes and then red for 30 minutes. The color change will denote to other users keeping an eye on their map where recent speed traps have been seen, and how recently highway patrol was spotted there. basically a high tech version of the news announcing where the speed traps are in the morning. Could be an add on to an existing gps based directions app. Target market is truckers and long distance travelers.
