The Android marked (functionality and usability) is not great. Hopefully Google know this and is working on a better way. Also, don't forget that of the many Android devices sold, not all have access to paid apps. I had to root my phone and stuff to be able to buy software for it.

I think you mean to say, you don't have paid apps in India. It's the same in many other counties as well, it has nothing to do with India being a 3'rd world country or not. Paid apps is AFAIK only available in US, Germany, Austria, the Netherlands, France, and Spain. Nothing for Canada, Denmark, Norway, Sweden, Italy etc.

It seems that the market is all gloom and doom based on one developer. At least, that's my impression of the article.

I have faith that the android market will be successful the apple market took a while to kick off. Once some better "worth the money" apps come out the market will blow up like SOulja boy 2 summers ago.

There are 10 times as many iPhone Apps as Android Apps available in their respective market.
Well, the iPhone has been out since June 2007 with over 20 million sales.
In the US, there are only 2 Android phones out from 1 carrier. And Android's been out less than a year.
I'm pretty sure as the Android user base grows, so will market share. There are a lot of Android phones in the pipeline. Right now, we're pretty much early adopters, so I wouldn't base the future of Android apps on current markets. Honestly, either Android will get more popular, and the apps will sell better, or it won't sell, and it'll be between Palm and Apple, in which case Apps are screwed.
Android does have the advantage of not being specific to any manufacturer, so my guess is, it'll continue to grow.
