I think there is a system-level setting for auto-rotate. The apps will defer to this unless specifically set.
It is mentioned somewhere in the following thread, which is a mod you would need root to do until Google releases an updated firmware. http://forum.xda-developers.com/showthread.php?t=451139 -oldsk00lz
