Default Use T-Mobile G1 to Test Apps -- No Contract, No Plan?

Anyone hear of any ways to snag a T-Mobile G1 without a contract or without a plan ... it'd be a lot to test apps out on the G1 than the emulator...

I would imagine you would have to be an actual software development company. I can't imagine TMO/Google just giving away phone to every "developer" out there.

You could just buy one retail ($399) and not get a plan or contract. But a lot of the apps that people would use would require the use of some kind of service, so I don't know how you'd pull that off.
