if the packages was in .apk form then yea. that's something u would have to code in. guess u wanna do some mobile hacking lol.
Some of you might be familiar with some tools off the Backtrack 4 Linux distro. I was wondering since the Android is Linux based, would I be able to install these tools, and even any other application that I want. Maybe to a memory card or something. Is this possible?
Nope... Android is a JVM-based (Java) interface. You could package the libs via the NDK and create interfacing Android apps; or you could root the device and package it that way. The UI would still have to be Android-based, so you'd still have to interface with it.
So, not really -- unless you want to put a ton of work into it. You could perhaps flash the device with the distro of choice though?
By the way, BackTrack is pretty sweet. Any features you're trying to implement specifically (eg: air cracking)?

If your phone is rooted I'm sure you could do some man-in-the-middle stuff with setting up a ad-hoc network. I'm not sure anybody has done it yet but if your l33t in your dev and terminal skills you could whip something together.
Well since it's all terminal based Linux tools, couldn't I just find a way to convert them to .apk's and then use some sort of terminal app to access the tools. rather than program the UI myself?
