Yep, sign up and pay your $25... after that it's pretty easy. The hardest part is creating a signed certificate, but there's step by step directions on how to do it. Then you can just to an export of the APK from Eclipse and upload it.

EDIT: iPhone App publishing is a pain in the ass in comparison
