App or Widget?

Hi guys,

i wish to create the following feature in android phone...

for example,

when i tap the the clock icon, it will give an audio feedback of the app's name(which is clock in this case)

and when i lifted up my finger, it will give an audio feedback of the current time.(for eg, the time now is 1pm)

how do i achieve this feature? can it be done using creating widget or an app icon?http://www.androidforums.com/images/smilies/confused.gif

Totally a newbie here..seeking precious help from the friendly people here :D
