How about an application that will use ether cellular service or Google voice call back option depending on the prefix of the phone number. For example, if you dial xxx-xxx-xxxx it will dial that number via cellular networks. If you dial #xxx-xxx-xxxx it wil dial xxx-xxx-xxxx vial Google Voice call back. It could also have certain rules to when to dial using GV. For example, all 800 numbers use GV, etc.
