i bought that transmitter, it's absolutely horrible. i've tried FM transmitters before but this has to be the extreme worst. No matter what channel you set the sounds remains horrible.

FM transmitters won't work unless you are in a rural area. It needs more than just an open channel to work. You know how if you have two neighboring channels, like 89.1 and 89.3, and if neither of the two signals is very strong, the two will interfere with each other? In order for these weak FM transmitters to give you a clean signal, you need 3 open channels in a row, and allocate the middle of the 3 to the transmitter. I have used a few of those things. But since I live in DC, they tend to get overpowered by all the neighboring stations out there.
I wonder if there is a way to develop an app that does this, instead of having to buy an actual external transmitter?

the phone lacks the physical hardware to transmit on an fm band your radio can pick up an app is not possible.

i may be wrong but cant the iphone do this very thing with an app now?
