ok i see my playlists when my phone isnt connected to my pc but when i do connect it under the playlists folder i dont see anything in there? what am i suppose to name the folder to put my playlists in there?

Are you saying you can see them with the PHONE or the PC when it is connected? Once you connect to a PC the SD card is unavailable from the phone unles you have USB Storage turned off.

no i do see my dcim folder and music folder but i made a playlist on my phone and dont see a playlists folder on my sd card when i connect it to my pc?

I am betting that playlists are stored on the phone and not on the SD card.

Or did you look INSIDE the music folder for a playlist folder. I think it may be in there.
