Something wrong with my battery?

Last night I noticed my battery wouldn't charge pass 48%, so today during use I ran it completely down to 3% and plugged it in. Shortly after that the phone just shut off on its own and refused to come back on till after it set for almost twenty minutes.

Do I have a bad battery?

Sounds like it. Maybe it's a problem with your charger not putting out enough voltage (you might want to try plugging it into a USB port at your own risk), but your battery is probably toast.
