How to record video on lowest resolution android

Hi Guys
I tried to record video in android 2.1 samsung galaxy model on 176*144 resolution..but i got the same output as in 320*240..
Is there any way to reduce the output or recorded video.
What is the way of recording video on lowest resolution programatically.
